The worth of the Cover Letter

Are cover letters worth it? I hear conflicting advice on the cover letter all the time. The hubby forwarded me an article, Confessions of a Hiring Manager, and one piece of advice in the article is that he never reads cover letters, nobody does. Is this true? Perhaps the answer is yes and no, it depends.
